IN theory the arrest of the 5 Blackwater employees who allegedly sprayed a busy intersection with machine-gun fire and grenades in Baghdad, killing at least 14 unarmed civilians and wounding 20 others, represents proof that the American forces in Iraq, along with their civilian security contractors, are not above the law.
