RAOUL Moat is dead. The legend, murderer and tabloid fiend is gone. But he’s back. The news is that he might not have been killed legally by police.

The Tasers that shot him – those brand new X12 stun guns the police warmed up by firing into bags of garden rubbish – were not approved by the Hope Office. There is a rumour that officers who fired the Tasers might have breached the Firearms Act.
