STORY Update: the youngest cat swinger in Ramsgate, Kent, is, allegedly, 20-year-old Riain Richards. He handed himself into police following CCTV footage of a man swinging a cat named Mowgli by the tail.
Is there a defence for such behaviour? Maybe.
