Man’s testicles rash evades lewd behaviour rap

TO Port St. Lucie police, Florida, where a woman has spotted a man in his car. He was, as the police report states, “making an up and down motion in the area of his crotch”. The woman did not see his penis but, nonetheless , followed him in her car as he circled a car park.
When police arrived , they pulled the man over. He told them “he got the urge to scratch his testicles….He raised his right short leg up and began to scratch himself because of a rash … on his testicles.”
They let him go.
The woman remains at large…
