ROBERT Duggan, a policeman from Upland, Pennsylvania, has been arrested and charged with impersonating a police officer.

Dugan, 47, is said to have verbally abused a woman who double-parked a car outside her home. Duggan works as a patrolman with the Delaware County Park Police. He is not an officer with Upland Borough. He allegedly told the woman that he was and had the powers to arrest her for bad parking. She called the police.

Duggan sounds lik a fool who uses the badge to get his own way.
