Westminster child abuse: Anorak’s at-a-glance look at the story of politicians sexually abusing children.

Yesterday the Home Secretary Theresa May went on Andrew Marr’s BBC show to tell everyone:

“How was it that in the past, but continuing today, the very institutions of the state that should be protecting children were not doing so? Why was it that these abuses were able to take place and that nobody was brought to justice as a result of that. We must as a society, I believe, get to the truth of that and because I think what we’re seeing is frankly – what we’ve already seen revealed – is only the tip of the iceberg on this issue.”

That was incredible. In looking for a conspiracy in the Tory Party over the 1970s and 1980s, a leading Tory adds her weight to the whispers. The top of the iceberg is based on very little fact. Is the iceberg just more of the same?

Mrs May has announced an independent inquiry to look into past abuse claims. The inquiry has been delayed by the resignations of Baroness Butler-Sloss and Fiona Woolf, the government’s first two choices to chair it.

Both stepped down after criticism over their personal links to senior figures from the 1980s. But speaking on BBC One’s Andrew Marr Show, Mrs May said it was “so important” to have the wide-ranging inquiry.

Police are at the pre-inquiry inquiry stage. They have been presented with many claims but few facts.

Mrs May said it was still “not possible” to say whether there had been a cover-up over the claims, despite a review into how the Home Office dealt with files alleging abuse from 1979-99.

The independent review by Peter Wanless, head of the NSPCC, which was published earlier this month, said it was impossible to say whether files were removed to cover up abuse – but found nothing to support such a claim.

In other words: we have no news.

But on it goes.

The Sun hears from Kevin Allen, whose brother went missing in 1979.

THE FAMILY of a 15-year-old schoolboy missing for 35 years told last night how they believe he was snatched by a VIP paedophile ring… Martin Allen vanished on Guy Fawkes night in 1979 on his way home from school.

He lived with his family next door to diplomats and millionaires in Hyde Park where his father was head chauffeur for the Australian High Commission.

No trace of him has ever been found.

Are there any links to top Tories, other than a London backdrop? Because as well as living close to the rich and connected, Hyde Park (and we’re talking pre-oligarch days when Londoners could afford to live in the capital) is home to many other types of human life.

Now his surviving family have revealed they were given a detailed file from a private detective which detailed ‘figures in public authority’ being involved in a cover up of his case. They handed the file to police last year, but had no response.

The VIP paedophile probe is centred on the notorious Elm Guest House in Barnes, South West London. When police raided the hostel in 1982 it was reported that the move was linked to Martin’s disappearance.

Kevin Allen says:

“I have never trusted the police since my brother went missing. I won’t ever forget a police officer telling me that if we dug too deep someone would get hurt. We need answers.”

Blimey! That is a shocker. What policeman said that? We need names.

The case is back under the spotlight following revelations police linked Martin’s case to the murder of eight-year-old Vishal Mehrotra in 1981. Vishal’s father Vishambar also believes his son was murdered by a Westminster paedophile ring, and the case covered up by Scotland Yard.

But can the vanishings be linked? A boy of 8 is not a lad of 15.

Schoolboy Martin was spotted by several witnesses with a man at Earl’s Court underground station. Two years later, on July 29, 1981, the day of Charles and Diana’s wedding, Vishal was snatched yards from East Putney underground station. Both stations are on the District line which runs towards Barnes, where the Elm Guest House was situated.

That is a tenuous. The District Line does not run to Barnes. It is served by an overground line. The guest house was on Rocks Lane. And:

On 5 November 1979, Allen travelled home on the London Underground. His intention was to go and see his older brother, but he needed to go home first in order to collect some money. At around 3.50 pm he said goodbye to some school friends on King’s Cross Station and set off in the direction of the Piccadilly line platform to travel home. This was the last positive sighting of Allen and he failed to reach either his parents’ or his brother’s home.

And this from 1998:

POLICE HAVE found a secret shrine to a missing boy [Martin Allen] at the home of an alleged paedophile… Detectives refused to comment on reports yesterday that after a tip- off to police in Merseyside, a shrine – including an engraved headstone – was found at the house of alleged paedophile. At the time of Martin’s disappearance a man was seen holding a boy of his description against a wall near a another Underground station.

But Vishal’s father,Vishambar Mehrotra told the Telegraph:

“I was contacted by a young man who seemed to be in his 20s. He told me he believed Vishal may have been taken by paedophiles in the Elm Guest House near Barnes Common. He said there were very highly placed people there. He talked about judges and politicians who were abusing little boys… I recorded the whole 15-minute conversation and took it to police. But instead of investigating it, they just pooh-poohed it and I never heard anything about the tape again. The whole thing went cold. At that time I trusted the police. But when nothing happened, I became confused and concerned. Now it is clear to me that there has been a huge cover up. There is no doubt in my mind.”

And when the body was found:

The skull and several rib bones of eight-year-old Vishal Mehrotra were discovered in 1982 by pigeon shooters in remote marshland at Durford Abbey Farm, at Rogate, close to the Hampshire-West Sussex border… A mystery letter writer, who told police he might know the identity of a man who had driven to Rogate from Putney on Royal Wedding day, was later traced but soon afterwards the trail went cold.

Tom and Eileen Allen, the parents of fifteen-year-old Martin Allen who was abducted thirty years ago in London and has not been seen since, launch an appeal to try to find out what happened to their son, at a press briefing at the Metropolitan Police's Peel Centre in Hendon, north-west London.

Back in the Sun:

Kevin, a film camera technician, said last night: “A private detective got in touch with me last year after the Savile story broke but I wasn’t sure about meeting him. He gave me detailed paperwork on the case. I passed it straight to police but didn’t keep a record of it. We’ve heard nothing since. It mentioned figures in public authority, someone befriending Martin and things being covered up. I didn’t know what to make of it.

“Over the years we’ve been told various things by police. That Martin’s case files were tampered with by officers, some were in Spain, and then that they were lost in a flood — in Kensington.”

And this is odd:

Other high profile individuals to show an interest in the case were Geoffrey Howe and his wife and Lord Snowdon, who spoke to Martin’s father Tom at the Royal Wedding, the same day Vishal went missing. The family lived in a five-bedroom cottage on diplomatic ground nestled between the exclusive multi-million pound homes of the Sultan of Brunei and the De Beers family.

Strangely, when Martin’s bedroom in the family cottage at Hyde Park Gate was searched, officers found no fingerprints.

During nine hours of painstaking searching they couldn’t even find any belonging to Martin himself.

The two boys have been linked in print before. On 10th August 1982, the Daily Express printed this story:

The links seems to be location. But the Elm Guest House was never linked in court of paedophiles. The Mirror has news:

Adverts for Elm guest house included a coded invitation to paedophiles, the Exaro investigative website has revealed.

The written message “10% Discount to Spartacus Club Members” is understood to have alerted abusers that young boys were available for sex.

According to Exaro, files seized by police last month also name a man who helped turn Elm guest house into a paedophile brothel allegedly used by MPs and other VIPs.

The key figure who persuaded co-manager Carole Kasir to create a haven for homosexual men to have sex with boys is identified in the papers as Peter G, who was part of an underground paedophile network called ‘Spartacus’.

The evidence raises serious questions for the senior politicians and other VIPs who, according to the files, visited the guest house in Barnes, south-west London.

In a joint investigation last weekend, Exaro and the Sunday People disclosed how aConservative party campaign group “strongly recommended” the guest house to members in a newsletter.

A cover up?

The security services are facing questions over the cover-up of a Westminster paedophile ring as it emerged that files relating to official requests for media blackouts in the early 1980s were destroyed.

Two newspaper executives have told the Observer that their publications were issued with D-notices – warnings not to publish intelligence that might damage national security – when they sought to report on allegations of a powerful group of men engaging in child sex abuse in 1984. One executive said he had been accosted in his office by 15 uniformed and two non-uniformed police over a dossier on Westminster paedophiles passed to him by the former Labour cabinet minister Barbara Castle.

Curious stuff…
