Who Tossed The Halloween Witch’s Hat On The Northern Line Horror Ride?

SOMEONE has tossed a Halloween witch’s hat on the track at Chalk Farm Station on the London Underground. The hat has a metal rim. The thing has caused a power outage and four trains have been stopped.
One hour later, the passengers are evacuated and walked through tunnels.
